::A first read of the [http://dx.doi.org/10.1063/1.478738 abstract] of Ref. 2, along with the [http://dx.doi.org/10.1063/1.2206581 paper by Fennell and Gezelter] does seem to indicate that this particular 'Wolf method' does concern electrostatics. This page is misleading, Wolff method is, as far as I know, a cluster algorithm and is not related with Ewald sums.
